Collection momentum reaching its limits

Since 2023, the PMCB EPR scheme has gained momentum with the roll-out of collection points and waste solutions for construction sites. But this momentum is now facing strong tensions:

• 📈 Rising collected volumes, beyond current processing capacities;
  
  
• ❌ Increasing sorting non-compliance, generating extra logistics costs;
  
  
• ♻️ Saturation of recycling outlets for certain material categories.
  
  

The result: a scheme still young but already weakened by an imbalance between regulatory ambitions and operational reality.

Immediate precautionary measures

Faced with this situation, several restrictions have been in place since summer 2025:

• Continued collection on construction and renovation sites;
  
  
• Suspension of validation for demolition sites (and now major renovations with over 50% of surface demolished);
  
  
• Existing collection points maintained, but a freeze on new points opening;
  
  
• Continuation of the warehouse collection service, with adjustments planned for small volumes.
  
  

An announced reform timeline

On 21 July 2025, the Minister for Ecological Transition confirmed the creation of a Consultation and Steering Committee led by OCAB. This committee brings together producers, PROs, local authorities, waste managers and construction industry players.
Objective: define new specifications for the PMCB EPR scheme by September 2025, for entry into force in January 2026.

Options under consideration:

• A return to 80% coverage for support on inert waste management;
  
  
• Ending transport coverage for small volumes;
  
  
• Targeted adjustments on certain waste streams lacking outlets.
  
  

What this means for producers

For producers, distributors and importers of construction materials, these changes now require:

• Active monitoring of the future specifications;
  
  
• Precise management of declared volumes, by material type (inert, non-inert);
  
  
• The ability to justify the compliance of your declarations in case of inspection.
  
  

The current uncertainty should not slow down compliance: the PMCB EPR scheme is being adjusted, but its legal obligations remain in place.
