An EPR authorised representative is a company established in France that assumes, through a written mandate, the EPR obligations of a producer based abroad. It registers the producer with producer responsibility organisations (PROs), declares the quantities it places on the market, and pays its eco-contributions.
French Law No. 2026-602 of 8 July 2026 makes this appointment mandatory for every producer not established in France. It is not limited to textiles: the obligation covers all EPR schemes. France has 19, according to the French environment agency (ADEME), from packaging to tyres, including furniture and sports equipment.
In practice, a seller based in Germany, the United Kingdom or China who delivers to French customers is affected, whether it sells on a marketplace, on its own site or via dropshipping.

One thing to know: a PRO can cancel a UIN if declarations are missing or eco-contributions unpaid. This cancellation is final, and you would then have to start over from the beginning. This is why the annual declaration is not a mere formality.
